Seagate, a Tampa-based maritime startup, is developing a mobile offshore rocket launch platform to ease congestion at spaceports and offer a flexible alternative for emerging launch companies.
Launched in January, Seagate is self-funded but plans to raise additional capital while working with local academic institutions. CEO and co-founder Michael Anderson told Tampa Bay Inno the startup sees an opportunity at the intersection of space and maritime industries, as growing demand for launches strains even major facilities like Florida’s Kennedy Space Center.
“We see this as an emerging ecosystem intersection between space and maritime,” Anderson said. “Our focus is on developing platforms for launching rockets offshore, as opposed to just recovering the boosters.”

Unlike land-based launch sites, Seagate’s platform is designed to be mobile and modular, allowing it to be repositioned by sea, truck, or rail. The approach builds on past offshore launch efforts, including Sea Launch, a company that conducted missions from a repurposed drilling rig. One of Seagate’s advisers, Jim Maser, formerly led Sea Launch before joining SpaceX in 2006.
“The nature of our vessel is that it’s a vehicle, so it’s mobile by nature,” Anderson said. “We’re taking it a step further, where our platforms are meant to be constructed piecemeal, so they can be taken apart and reassembled.”
Aiming for Flexibility in a Crowded Market
Seagate is targeting small launch vehicles between 40 and 100 feet in length. Its modular design is aimed at providing a cost-effective alternative for companies such as Rocket Lab, Long Wall, Firefly, and Astra.
“[Our customers] are not the Jeff Bezos or Elon Musk-backed companies that can afford to put a couple of $100 million into a retrofit a platform that’s already existing at the cape,” Anderson said.
The growing commercial space sector is fueling demand for more adaptable launch options. While offshore launch capabilities have seen broader adoption in China, Italy and Germany, the U.S. has yet to catch up.
Seagate’s goal is to “democratize access to space,” Anderson told Tampa Bay Inno, making launch opportunities more accessible to smaller companies. The company is entering a growing Tampa Bay space ecosystem that recently saw Lonestar Data Holdings launch its second lunar mission aboard Intuitive Machines’ NOVA-C lander.
Managing Risk and Environmental Considerations
Anderson acknowledged that while offshore launches offer advantages—such as distancing operations from coastal populations—there is still much to understand about the risks. He told as reported by Tampa Bay Inno that Seagate is committed to responsible ocean operations.
“[It’s] a shared asset, so this challenge is not just for us, it’s for anyone who’s operating in the ocean … it’s very analogous to outer space,” Anderson said, as reported by Tampa Bay Inno. “We also are cognizant, though, that once you move offshore, you’re far afield from communities, either you know environmentally or populations, so it’s a lot safer, a lot less fragile than the coastal ecosystem.”
Seagate is incorporating maritime technologies to optimize launch performance. The company aims to finalize a launch asset and secure a launch partner by late 2025.
“I think that’s attainable if we can continue to hit our milestones,” Anderson said. “The design element is what’s in our control, so that’s what we’ve been pushing and chipping away on.”
